Add one item you know works to Packages, make sure it shows up in-game, then add a few items that don't work and take a look. If the items are in fact missing, please move your entire Mods folder to the desktop, delete the cache files again, and set up a new Mods framework. I've seen other people miss items because they were for teens instead of adults (or vice versa), or because they showed up in some outfit categories but not others.

If that's not the issue, please go through CAS carefully to make sure the items are in fact not present. Did you delete the cache files after adding the content? They should be deleted any time you add or remove content from your game.
